Looks like a cloth diaper
The material looks very similar to the cloth diapers I use on my babies. I couldn't bring myself to wear it out of the house.

Only for skinny arms and tiny chest.
The sleeves and chest are very tight. I am an A cup, most dresses are lose in the chest for me. This was so tight in the chest and arms, that I could not wait to get home and take it off.
